Fired Judge Blames Elf for Court Mishaps

The Philippines Supreme Court has asked a fired judge who claims he is assisted by three elves to stop making threats of “ungodly reprisal.” The court kicked Florentino Floro Jr. off the bench largely because of his belief in the supernatural, the Wall Street Journal reports (sub. req.). A medical clinic determined that the judge was suffering from psychosis.

"LUIS: It would have been better for them if they had never been born."

Since then Floro has battled to get his job back, appearing on TV and winning converts who seek his healing powers. At the same time, a series of unfortunate incidents have befallen the supreme court justices or their families, including serious illnesses and car accidents.

Floro says the person to blame for the mishaps is one of the elves, "Luis," a "king of kings" who is an avenger. He told the newspaper that the elves help him predict the future, but he has never consulted them when issuing judicial decisions. The Supreme Court has not reversed any of Floro’s decisions since firing him.

Apparently all it takes to get a visit from judge_floro—or one of his elves—is to mention his name. If I recall correctly a tidbit of the streaming wealth of material I’ve sifted already, Angel (the sister to either Luis or Armand, I forget which) has promised him worldwide fame. Being somewhat of a skeptic, I’d have to say spending twenty hours a day cutting and pasting a couple hundred links into comments on blogs and maintaining a presence on the top twenty social networking sites is a lot of work even for an elemental spirit like Angel, and it is likely that Floro or one or more of his human supporters is doing the bulk of the work. But the effort is, truly, inspired and likely to be effective at least in the short term.

I mentioned his name, made fun of his elves, and have received my own visitation. It’s nothing special—nothing you can’t get off the bio section of user profile page on LiveJournal—so I won’t bother linking. I didn’t perpetrate any serious satire against his elves other than mentioning some uses I might have for elves of my own, so I didn’t receive any serious special attention. Some people are touchy about their elves. In fact, if Kellogg and Keebler were as touchy as they ought to be, there’d be a couple million cease-and-desist notices flying around right about now for the more insipid imagery. I’ve had to put up with during my reading…. But my tortured sensibilities hardly enter into this.

First I would like to apologize to the elves.

I have some respect for the spirits that live in rocks and trees and winds and the wild waters of the earth. I don’t make a career of trafficking with them, but I’ve studied. Some I have summoned and experienced directly, some I have no knowledge of except by secondary effects, but I place some small amount of faith in them. However, these spirits are metals and semi-metals and non-metals and acids and salts and alkaloids and the bizarre suite of -anes, -enes, -ynes, -ones, -ols, -etc that make the chemistry of carbon so arcane, splendoriffic, and harrowing. I eat them, I breathe them, I drink them, and I use them to blow shit up. Twinkies® are made out of these spirits (and not just the organic ones). All hail the spirits. They are to be loved, respected, and occasionally feared.

But I don’t worship them. That gives them ideas above their station. There are spirits of the mind, too. Subtle patterns of light and sound and electrical potential and thought, delicate and volatile and untouchable and occasionally strong enough to bend horseshoes around and powerful enough to populate or depopulate continents. I don’t worship them either. Ideas certainly do not need to get ideas above their station. For those of you who missed the first episode, judge_floro is Florentino V. Floro and was for a number of years an active trial judge in the northern section of Manilla, in the Philippines.

Floro is a religious man—a spiritual man—and claims to have received the gifts of healing and prophecy from God. Fine. Lots of people are religious and/or spiritual and consider themselves to be healers and/or prophets.

Our own President and many of our legislators make similar claims. Ask me for my opinion about that later, when we’re back to discussing my tortured sensibilities. Floro also had a career in a judicial system that accusers (including the semi-respectable James “The Amazing” Randi) claim is rife with corruption, where charges may be raised and lowered via the judicious application of the weight of currency to the scales of justice, and cushy government jobs are frequently just another form of currency.

Floro is also one of those accusers. He claims his post was effectively sold out from under him, that he was never actually fired for reason of actual incompetence or bias (merely suspended from duty indefinitely), and that the more-or-less medical diagnosis of psychosis was used as a crowbar to remove him from the bench. He purports that the spirits who serve and advise him are, for the purposes of his judicial competency, a mere artifact of his religion and should not have any bearing on his ability to serve.

Mr. Floro, if you have been persecuted, ridiculed, or ostracized because of your religious beliefs, which are no weirder, when objectively viewed, than many others we find familiar and comforting, then I apologize for any disrespect. If you have lost your position of stability and respect and responsibility due to the political maneuverings a corrupt bunch of hypocrites who uphold the law when it suits them and feel free to abuse it when they think they can work around it to their own profit, then I apologize.

Don’t forget that religious beliefs are, at bare minimum, ideas to be loved, respected, and occasionally feared. If you realize you might have an illness, however, it’s your responsibility to look for a cure. If you have an illness and don’t realize it, then it’s the responsibility of your friends, family, church, and/or government to shield you from further harm and help you get help.

Mr. Floro, if you espouse ideas that you transmit to others that causes them harm, then I hope you understand that’s an act of violence. And I’m sure I don’t have to explain to a judge that violence is never innately just or unjust; but if it’s not justified it is unarguably unethical or immoral or criminal. In any case it’s pretty much the opposite of healing unless it’s actually part of a medical procedure—and even then it’s a risk. If you use rare gifts, talents, and special abilities to commit violence against others who don’t have similar rare gifts, talents and special abilities to defend themselves, then this makes you, at best, a bully, especially if those uses are petty or self-serving—whether or not the violence is justified.

Retribution is petty and self-serving. Even if you disclaim any responsibility for the actions of your spirit associates, you’re responsible for your associations.
If you can encourage them to heal others, then you can discourage them from harming others. If you are a holy man and a healer, you won’t take credit for their benevolences and hide behind them snickering for their malignancies on your behalf. That sort of behavior is unethical, irresponsible, and pathetic.

I hope that’s not what you’re doing. Although you have said yourself that you are much in favor of curses falling on your enemies and innocent members of their families. I believe you have made your position clear. I’m curious to know why you’d even want your job back. There’s a hundred pages of legal opinion and documentation showing that it would be hell on earth for you if you went back.

You can make more money and have more power as a lawyer or legal consultant. Or a healer / prophet / evangelist. I invite discussion and dialog here, Mr. Floro. Luis, Armand and Angel: The three little elves that cost Philippine Judge Florentino Floro Jr. his place on the bench and netted him a request from the Philippines Supreme Court to stop making threats of "ungodly reprisal" in an effort to get his job back. Luis, for instance, is a "king of kings" and an "avenger" as is apparently none too happy that Floro has been kicked out of the courthouse for being a bloody loony. Rumor has it that the families of the Philippines Supreme Court judges have been falling ill and suffering accidents....

Apparently it's time for me to start hiring a few elves of my own. Not that I particularly need a seat on the bench in the Philippine courts, but being able to threaten my enemies with ungodly reprisals (with a straight face) appeals to me somewhat, as does the promise of extending my healing ministry to the television networks. Hell, it's working for Floro.

It seems obvious that "Luis", "Armand" and "Angel" are references to fictional vampires (as opposed to the other kind) from Rice and Wheedon, and are therefore code names. The "king of kings" reference is the real clue, though, hearkening back to the fifteenth, sixteenth and seventeenth century goetic works (c.f., The Lesser Key of Solomon, The Lemegeton and The Steganographia of Trithemius—the last of which is actually a work on cryptography disguised as a work on summoning and compelling angels and demons, but I digress) classifying demonic abilities and heirarchies (now and forever "lowerarchies" in my head, thanks to Pratchett and Gaiman), and is about the only place you'll find someone with a rank of "king of kings" who will still deign to pick your nose for you.

Anyway, as of this minute, using cryptographic sorcerous techniques left lying around in insufficiently banned books from the tail end of the fifteenth century, I have compelled service from "Smack", "Cracker" and "Punk"—who will now beat the living shit out of anyone who reads this who does not either XVFFZ LUNVE LCVAX NFF or promise a dollar to my 2008 Presidential Campaign Fund. And be warned: Cracker is a Duke of Emperors or some shit and has certified training as a chiropractor and a dental assistant, so he knows about ungodly reprisals, particularly the ones that involve excruciating pain. (Punk, on the other hand, is an auto mechanic, and he'll just make sure you get good and screwed on your next car repair. As far as I can tell Smack isn't good for anything but an unhealthy amount of weight loss and providing a decent jazz soundtrack to the rituals, but you can't just have two elves. They come in a three-pack, minimum.)

Notes on King of kings:

Johannes Trithemius (1 February 1462 - 13 December 1516) was born Johann Heidenberg. He was an abbot and occultist who had an influence on later occultism. The name by which he is more commonly known is derived from his native town of Trittenheim on the Mosel in Germany.

He studied at the University of Heidelberg. Travelling from university to his home town in 1482, he was surprised by a snowstorm and took refuge in the Benedictine abbey of Sponheim near the Bad Kreuznach. He decided to stay and was elected abbot in 1483, at the age of twenty-one. He set out to transform the abbey from a poor, undisciplined and ruinous place into a centre of learning.

His most famous work is Steganographia (written c.1499; published Frankfurt, 1606, placed on the Index Librorum Prohibitorum in 1609). This book is in three volumes, and appears to be about black magic - specifically, about using spirits to communicate over long distances. Persistence and Determination to Decipher LUIS

Lazlo might have had a drunken notion of what an elf or king of dwarves would look like in human understanding, short of the wisdom of fools or bias of clowns, and he seemed very impressed with his minimal glimpse into the world of the unknown per the mirror of footnotes.

So, Lazlo emailed Judge Floro another query letter, to put LUIS in the microscope of science, lest humanity be incarcerated in a grim world of fantasy, paranoia and of course, in delicious discussion on Neverland.

Here is Lazlo’s December, 2007 long essay (which more than cripple the mind’s limbs; and one would feel that by reading his memo, a mental theraphy of some sort is achieved; however, as a philosophy subject teaches, the reader is entitled to more questions than answers, or to a sequel, so to speak). When I'd just started college, one of my good friends professed to be a duke of Hell. In a "no, seriously" kind of way. What the heck, I figured. I wasn't done being a Christian at the time, which meant means I was supposed to buy the possibility of supernatural-type crap.

This was all back in the mid-1980s at the Georgia Institute of Technology, by the way -- an engineering school with an international reputation and a bastion of Science. I was seventeen.

An open mind is essential to a scientist. It's not so essential to a scientist who has fallen into the trap (in my opinion) of putting faith into, among other things, a) the possibility that science can explain everything, b) that there are basic laws that govern nature, and c) that the supernatural is either explainable in terms of science or it's crap.

As a scientist, I have to recognize that one of the basic tenets of science is that any framework of rules we currently use and trust can be proven worthless by a single unlucky example.

We have to be ready to let go of anything and everything, possibly even the process of science itself, if a single valid counterexample presents itself. Thus, an open mind is required. Even if that means doing all of your dangerous thinking without a net.

In fact, the duke of Hell isn't really any part of this story -- except to show that certain unlikely things can flourish in any environment. To the best of my knowledge, he got a degree, spawned children, and was by the time I lost track of him gainfully employed by a multinational technology firm based in Germany.

Instead, this story is about a man who, not quite ten years after I left Georgia Tech, landed an appointment as a trial judge in the Philippines. I won't call his career particularly uneventful. It had events. And it was over, for all intents and purposes, in under nine months.

Around then, everyone with a job like mine was wrapped up in Y2K-proofing every piece of code we'd ever touched. If anything hit the news from the Philippines , I pretty much missed it. I remember Imelda Marcos and her shoe collection. A bit more locally, I remember Bill Clinton and his misplaced cigar.

A couple months short of seven years later, the Supreme Court of the Philippines issues a ruling on the thirteen charges and/or other points to be investigated for Floro's suspension. In the end they fine him forty thousand pesos (around $1,000 US), reimburse him three years of back pay (blaming him for dragging things out, so sticking him with responsibility for the other four years) and declare him unfit for judicial service due to his unsavory psychological quirks and apparent unwillingness to present a dignified image consistent with trial judges in the Philippines. Separated from service. Fired. More or less.

Consistency check: His beliefs interfered with his work. Therefore, according to the definition of pathology, he is ill.

Except, say, if he had a job as an evangelist or a faith healer or some other kind of non-judge bureaucrat, at which point he would be sufficiently sane. In fact, the sixty-plus-page ruling I linked to above pretty much said that. Is it possible to be conditionally ill, depending on your job? Given the definition of pathology, I'd have to say yes. For instance, I'd be nuts to be a linebacker for the New England Patriots. I'm 5'4" and less than a hundred and sixty pounds. Even if I were otherwise qualified, it would be clear evidence of a suicidal urge. I haven't gotten to the elfs yet. Duendes, Elemental spirits of great power, the Red ones forever at war with the Blacks. Like ants here in Georgia. Except in the Philippines (and probably elsewhere) the Red ones are the good guys. Floro's mildly retarded brother, who, according to Floro, retains enough innocence to experience the beings directly, introduced Floro to Luis back in 1984, around the time of death of their father. Floro himself experiences Luis as a nearly daily visitation of violet and white lights and, at least once each, as a "regal violet king" and as a chicken. Floro's compact with Luis et al grants Floro certain healing gifts, psychic powers, and the ability to bestow curses to punish the wicked and corrupt. (In particular the wicked and corrupt justices of the Philippine court system, which, indeed, have an international reputation for being quite wicked and corrupt.)

This is the part that attracted the attention of the international press, of course. According to the take on the story you'd get from just reading the headlines and no deeper, you'd discover that Floro was fired from his position because of his association with killer elfs. In response I received ... well, it's hard to describe what I received. When reformatted to single-spaced ten-point type, around ten pages. Later expanded to fifteen--and simultaneously filed with the Philippine Supreme Court, lightly seasoned with my own personal information harvested from various and sundry sites and what passes for my credentials. To be followed by a death announcement, a travelogue with some nice pictures, and previous versions of mailings reissued with expansions, illustrations, and attachments. All in good fun.

Two of my brothers are multimillionaires. I'm assuming the best day involved entering into his agreement with Luis. For worst days, he mentions three attacks on his life. I'm assuming ordinary muggings, as he doesn't mention suspected links to enemies in the courts system or elsewhere. In response to my question about gifts to give up, he says he basically has no choice in the matter and it's impossible to give any up, adding that his life would be worthless without Luis and the impact he has had.

Of his four brothers, two of them are wealthy, and at least one of those, I'm assuming, is his benefactor. His brother Robert is the mildly retarded one, and Floro has custody. There is another brother who apparently believes Floro should not have custody of Robert and has sued unsuccessfully to take Robert away.

Their relationship is understandably somewhat cool. Floro filed suits against a number of people who he believes acted with malice to try to get him fired from his job. He says his reason for dropping the suits was that he could forgive them somewhat for their fear and discomfort in working with him, and also the suits were about to be dismissed on technicalities anyway. It was an easy concession.

The final two questions generated a bit more in terms of response. I gather from Floro's words that Luis and company terrify him all the time. They ask him to perform horrible curses on the corrupt judges and justices -- former coworkers and associates -- and their families and spouses and children. He's refused a number of times and eventually was forced to compromise or give in completely.

He sent me huge catalogs of material, documented in English and Tagalog (not that I can read Tagalog, but that's my problem, not his), detailing pretty much every horrible thing that has happened to judges and supreme court justices and their families, and claiming personal responsibility for deaths, illnesses, accidents, birth defects, and the occasional courthouse fire.

As you can see in my final question, I take issue with visiting divine retribution on innocent children and generations unborn and ask to hear his justification.

It's my opinion that even a laughably corrupt judiciary is (albeit slightly) preferable to "a STAIN on his blood unto the FOURTH GENERATION," because at least with the former you can have hope of justice if you can raise enough money for the bribe.

My further opinion, Mr. Floro, is that Luis is bad news for you. He may have a tremendous plateful of holy work for you to do and bizarre and cool holy gifts with which to pay you, but you won't have a peaceful, normal life until you give him his walking papers. In your own words, "HIS WAYS ARE NOT OUR WAYS." I believe there's good reason for this. I also believe that the supernatural should be left to its own devices and that we humans should stick with what we're good at --discernment and fine manipulation with our tiny fingers. And justice on a human scale.

In Washington State, Superior Court Judge Beverly G. Grant began a manslaughter sentencing hearing by asking everyone in court to join her in a Super Bowl cheer of “Go Seahawks”. She later explained that she was simply trying to ease tensions. Judge Donald D. Thompson was convicted by a jury in Oklahoma on four counts of indecent exposure by surreptitiously using a penis pump in Creek County Court while sitting as a judge hearing (or at least pretending to hear) trials in 2002 and 2003. The judge picks up a consolation award for the least contentious statement by a defendant in a criminal trial this year: “In 20-20 hindsight, I should have thrown it away.”

Those were the runners-up. The award for judge of the year goes to Judge Florentino V. Floro Jr, whom the Supreme Court of the Philippines sacked from the Regional Trial Court in Malabon City for regularly opening proceedings in his courtroom with the statement that he was “a Bar topnotcher” who passed the 1983 Bar examinations “with an average score of 87.55 per cent”; for changing from blue court robes to black each Friday “to recharge his psychic powers” as “the No 5 psychic in the country”; and for claiming to have the assistance of “three dwarf friends named Luis, Armand and Angel”, who, unseen by others, provided him with assistance in court.

MANILA, Philippines -- As a trial-court judge, Florentino V. Floro Jr. acknowledged that he regularly sought the counsel of three elves only he could see. The Supreme Court deemed him unfit to serve and fired him last year.

Case closed? Not in the Philippines, where vampires are said to prey on unwary travelers and wealthy politicians consult fortune tellers and card readers. Mr. Floro, 54 years old, has become a media celebrity. He is now wielding his new clout to campaign for the return of his job -- and exact vengeance on the Supreme Court.

Helping him, he says, are his three invisible companions. "Angel" is the neutral force, he says. "Armand" is a benign influence. "Luis," whom Mr. Floro describes as the "king of kings," is an avenger.

Mr. Floro has become a regular on Philippine television. Often he is asked to make predictions with the help of his invisible friends. "They say your show will be taken off the air if you don't feature me more often," was Mr. Floro's reply to one interviewer.

The day after Mr. Floro's first appearance on television last year, hundreds of people turned up at his house in a dusty Manila suburb hoping he could use his supernatural powers to heal their illnesses. Now Mr. Floro, who travels by bus, is regularly recognized on the street.

The Supreme Court says its medical clinic determined that Mr. Floro was suffering from psychosis. Even so, a series of disturbing incidents appear to have the nation's top jurists rattled. According to local newspaper reports, a mysterious fire in January destroyed the Supreme Court's crest in its session hall, and a number of members of the court and their close family members have developed serious illnesses or have fallen victim to car accidents.

Enough bizarre things have happened that in July, the Supreme Court issued an en banc resolution asking Mr. Floro to desist in his threats of "ungodly reprisal." The Supreme Court's spokesman declined to elaborate.

Mr. Floro says he is not suffering from psychosis, and that he's not to blame for the incidents. He points the finger squarely at "king of kings" elf Luis, who Mr. Floro says is bent on cleaning up what he says is the Philippines' corrupt legal system.

Mr. Floro says he never consulted the invisible elves over judicial decisions and the fact that he puts faith in them should make no difference to his career. "It shouldn't matter what I believe in, whether it's Jesus, Muhammad, or Luis, Armand and Angel," he says in an interview.

The Philippines has a long history of mixing organized religion with a deep belief in the supernatural. During the 1950s and 1960s, when the Southeast Asian nation was already an independent republic, the Central Intelligence Agency stoked fears of vampires and ghouls to help its preferred candidates win elections.

The elf, or "duwende," is one of a rich pantheon of supernatural beings that predate the Philippines' colonization by Spanish conquistadors in the 16th century. Many Filipinos make pilgrimages to Mount Banahaw, just south of Manila, which is reputedly the country's capital for elves and other beings.

He argued Mr. Floro is mentally fit and argues the former judge's beliefs aren't so unusual in the Philippine context.

Like many others in the Philippines, Mr. Floro says he himself is a Roman Catholic, and once studied to be a priest. He recalls that he wasn't convinced that serving the church was necessarily the best way to serve other Filipinos. He says he thought he could improve more people's lives if he became a lawyer, and he handily passed the bar exams.

Mr. Floro says he first realized he had the power to perceive Armand, Angel and Luis in 1986. In 1998, he applied to switch from being a lawyer to becoming a judge. He passed a mandatory psychiatric evaluation applied to all prospective judges and was sworn in as a regional trial-court judge in November of that year, handling both civil and criminal cases in Malabon, a district in greater Manila.

In 1999, Mr. Floro invited officials from the Supreme Court's administration unit to inspect his small courtroom. What they found unnerved them, and the Supreme Court convened a hearing to determine whether Mr. Floro should be removed from the bench.

According to Supreme Court papers, the court investigators presenting evidence at the hearing said they found Mr. Floro wearing blue robes instead of the normal black. Mr. Floro's own witnesses testified that he wore black on Fridays to "recharge his psychic powers."

The court investigators also reported that Mr. Floro began court proceedings with readings from the Book of Revelation and conducted hands-on psychic healing sessions for members of the public in his chambers during recesses. The investigators said Mr. Floro would sometimes enter a trance to write his rulings.

During the hearing, Mr. Floro revealed his contact with his elves. He also shared with the judges that Luis predicted that then-Philippine President Joseph Estrada would be ousted from office; Mr. Estrada was forced from power by a popular revolt two years later in 2001 and was sentenced last week to life in prison for corruption.

In March 2006, after lengthy delays, the Supreme Court finally dismissed Mr. Floro from the court service, largely because of his belief in the supernatural. Even though Mr. Floro says the elves played no part in his judicial decisions, the Supreme Court justices said his broad faith in mysticism and supernatural phenomena had affected his work. "Lest we be misconstrued, we do not denigrate such a belief system," Associate Justice Minita Chico-Nazario wrote in the Supreme Court's verdict. "However, such beliefs, especially since Judge Floro acted on them, are at odds with the critical and impartial thinking required of a judge under our judicial system."

Mr. Floro dissents. He has filed three appeals of the Supreme Court's decision since then and is continuing his campaign on local television and on the Internet. The Supreme Court hasn't reversed any of his decisions after suspending and later removing him from the bench.

Iceland Still Believes in Elves and Ghosts

According to a recent study on superstition in Iceland supervised by Terry Gunnell, associate folklore professor at the University of Iceland, a significant portion of participants would not rule out the existence of elves and ghosts.

The results of the study were similar to those of a study conducted in 1974 by Professor Erlendur Haraldsson, Fréttabladid reports.

“Icelanders seem much more open to phenomena like dreaming the future, forebodings, ghosts and elves than other nations,” Gunnell said.

Only 13 percent of participants in the study said it is impossible that elves exist, 19 percent found it unlikely, 37 percent said elves possibly exist, 17 percent found their existence likely and eight percent definite. Five percent did not have an opinion on the existence of elves.

More admitted to believing in ghosts. Only seven percent said their existence was impossible, 16 percent unlikely, 41 percent possible, 18 percent likely and 13 percent definite. Four percent had no opinion on the existence of ghosts.

Gunnell was surprised by the results because the Icelandic society has changed considerably since 1974 when Haraldsson revealed that more Icelanders believed in supernatural phenomena than other nations.

“Many factors could have affected these numbers,” Gunnell said. “A growing belief in haunting can be traced back to Hollywood movies. The city and its houses are also growing older and the countryside is becoming more mysterious.”

The study was undertaken in 2006 and 2007 by the University of Iceland’s Faculty of Social Sciences and supported by the university’s Research Fund. About 1,000 people participated in the questionnaires.

The results have not been fully assessed yet and interviews with some of the participants are scheduled in the near future. The final results of the study will be introduced in December.

A Philippine judge who allegedly claimed to have psychic powers and communicate with imaginary "dwarf friends" has lost his appeal to keep his job.

Judge Florentino Floro, who presided in a suburban Manila court, was sacked on March 31 on "administrative grounds" after he failed a psychiatric test ordered by the Supreme Court.

The judge, who started his court sessions with a reading from the Bible's Book of Revelation, lodged an instant appeal.

Floro was also understood to have claimed supernatural abilities, the ability to read the future and held "healing sessions" in his chambers.

But the Supreme Court was not convinced of the judge's mental state and rejected his appeal Friday.Gnomes1

The final ruling, written on August 11, said "judges are expected to be guided by the rule of law and to resolve cases before them with judicial detachment" to ensure the public maintained its confidence in the judicial process.

"The psychological finding of mental unfitness, when taken together with Judge Floro's claimed dalliance with 'dwarves' poses a serious challenge to such required judicial detachment and impartiality," the ruling said.

This would "eventually erode the public's acceptance of the judiciary as the rational guardian of the law, if not make it an object of ridicule.

"His insistence on the existence of 'dwarves', among other beliefs, conflicts with the prevailing expectations concerning judicial behavior and manifests a mental state that should lay to rest any doubts about his valid removal from office for lack of the judicial temperament required of all those in the bench."

FILIPINO JUSTICE

I spent some time in the Philippine Islands years ago, working night clubs. That was before Ferdinand Marcos and Imelda of the 1,060 pairs of shoes, were in power, but I became aware of how “informal” the judicial system was even then, when several friends came up against it and were only allowed to leave the islands after large cash bribes were openly paid to appropriate officials, all the way to the boarding gate at the airport. Strange standards in that part of the world were part of the atmosphere in which everyone lived. Now a new level of strangeness has been reached, though this time it appears that the government has effectively handled the matter.

THEORETICALLY SPEAKING:

Why don't we visually see ghosts more often? Why is it that when people do, it's usually a quick, fleeting glimpse? Perhaps it's because the particular wavelengths of electromagnetic radiation they emit or manifest themselves at are just beyond our human sight range, but still close enough to that range that we do catch an occasional glimpse of them when conditions are just right.

There's been a lot of discussion about the infrared end of the spectrum when it comes to ghost research. Orbs of light that are not visible to the naked eye are often captured on digital cameras, with flash and without. Most digital cameras are sensitive to infrared light.

What about the other end of the spectrum? The ultraviolet portion has even more energy than the infrared. Can ghosts be seen in the ultraviolet? There are a few paranormal researchers who have had some success in this area of photography and have captured some odd forms of glowing energy on film.

BEYOND THE RAINBOW - THE ULTRAVIOLET SPECTRUM:

Within the limited range our eyes can perceive, we interpret different wavelengths as colors, from violet (about 400 nanometers) to red (about 700 nanometers). The ultraviolet extends from about 100 nanometers to 400 nanometers. Insects can actually see portions of the ultraviolet.
UV light is further divided in three bands:

* Long wave UV that extends from 320 to 400 nanometers (UV-A) Also called "near ultraviolet"
* Medium wave UV that extends from 280 to 320 nm (UV-B)
* Short wave UV that extends from 200 to 280 nm. (UV-C)

Ghostly syllabus for new degree

Students are to investigate the existence of ghosts as part of a degree course looking at people's experience of the paranormal.

Coventry University is offering the chance to look into haunted houses, extra-sensory perception and "the survival of bodily death".

Tony Lawrence, director of the two-year parapsychology course, said it would be "controversial yet thought-provoking".

The focus will be the "middle ground" between religion and science, he added.

Sightings

The 15 post-graduate students starting the first course this autumn will look at the paranormal using several scientific methods.

For instance, some will investigate haunted houses, looking at statistics on which parts of buildings provide the most sightings.

Extra-sensory perception - where two people seem to communicate without using sound, vision, touch or smell - will also be looked at.

Dr Lawrence said: "We've got to look at what people are experiencing.

"No one has bothered to look, so people's view of the world has been divided into two components: the secular and humanist, and the religious.

"We've got to look at the middle ground, otherwise all you have is Richard Dawkins (professor of the public understanding of science at Oxford University) or the Pope.

"Both have probably not quite got their finger on the real pulse. People out there are having interesting experiences and no one is really following them up.

"It is less about Hammer House of Horrors and more about proper methodology."

The course also looks at people's interest in the spiritual and paranormal, as seen on TV, in films and in books.

It promises "an honest, open systematic examination of the evidence for these exceptional human experiences".

Student will use yoga and meditation "to extend or enhance their personal development".

'Not always answers'

Dr Lawrence said: "A lot of what we do will be controversial yet thought-provoking.

"There is always a fascination with the unknown and we will be exploring the paranormal and trying to explain why things happen, but sometimes, there won't be answers.

"If you were to ask anyone what fascinates them, you can guarantee that the one thing they would all like an answer to is if there is life after death.

"It is not going to be a course that will tell students what they should believe and it is not a course that will expect the student to practise any particular religion either."

It is hoped some of the students of the Master of Science course in parapsychology will go on to write doctorates on the subject.

A Filipino judge who “claimed he could see into the future and admitted consulting imaginary mystic dwarfs” is asking to be reinstated after getting the sack for incompetence, Trial judge Florentino Floro, was chucked out and given a 40,000 pesos ($780) fine last month following a three-year investigation which found he had “shown bias and criticized court procedure”.

In his defence, he told investigators that “three mystic dwarfs - Armand, Luis and Angel - helped him carry out healing sessions during breaks in his chambers.” Not surprisingly the Supreme Court”s clinic declared that he was suffering from psychosis, although the court stopped short of calling him raving **** mad. Rumors that Sir Gnomeship had got his Concorde out of mothballs have not been confirmed.

After Florentino Floro Jr was fired from the Philippines Supreme Court, bad things started to happen to the other justices, "including serious illnesses and car accidents." Floro has a simple explanation: one of the three elves with whom he hangs out is seeking revenge.

Floro says the person to blame for the mishaps is one of the elves, "Luis," a "king of kings" who is an avenger. He told the newspaper that the elves help him predict the future, but he has never consulted them when issuing judicial decisions.

A judge has lost his job in the Phillipines, on the grounds that he regularly consulted with imaginary mystical dwarves who would join him in 'healing' sessions.
Judge Florentino Floro, from Manila, was originally removed from his post in April, after it emerged that he believed himself to be psychic, and that he would begin his court session with readings from the Book of Revelation.

In appealing that decision, Judge Floro mounted a staunch defence of the existence of his three dwarf friends - who were named Armand, Luis and Angel - telling the court in a letter that they had made a covenant together.

'From obscurity, my name and the three mystic dwarves became immortal,' he added.
In addition to the mystical dwarves, Judge Floro also reportedly believed that he was able to forsee the future, that he could inflict pain on others, and that he was the angel of death. He would change his judicial robes from blue to black every Friday to recharge his psychic powers.

The court found that he was unable to carry out his duties due to 'mental unfitness', adding that this could 'erode the public's acceptance of the judiciary as the rational guardian of the law.'

Armand, Luis and Angel were unavailable for comment.

MANILA, Philippines -- As a trial-court judge, Florentino V. Floro Jr. acknowledged that he regularly sought the counsel of three elves only he could see. The Supreme Court deemed him unfit to serve and fired him last year.

Case closed? Not in the Philippines, where vampires are said to prey on unwary travelers and wealthy politicians consult fortune tellers and card readers. Mr. Floro, 54 years old, has become a media celebrity. He is now wielding his new clout to campaign for the return of his job -- and exact vengeance on the Supreme Court.
Helping him, he says, are his three invisible companions. "Angel" is the neutral force, he says. "Armand" is a benign influence. "Luis," whom Mr. Floro describes as the "king of kings," is an avenger.

Mr. Floro has become a regular on Philippine television. Often he is asked to make predictions with the help of his invisible friends. "They say your show will be taken off the air if you don't feature me more often," was Mr. Floro's reply to one interviewer.

The day after Mr. Floro's first appearance on television last year, hundreds of people turned up at his house in a dusty Manila suburb hoping he could use his supernatural powers to heal their illnesses. Now Mr. Floro, who travels by bus, is regularly recognized on the street.

The Supreme Court says its medical clinic determined that Mr. Floro was suffering from psychosis. Even so, a series of disturbing incidents appear to have the nation's top jurists rattled. According to local newspaper reports, a mysterious fire in January destroyed the Supreme Court's crest in its session hall, and a number of members of the court and their close family members have developed serious illnesses or have fallen victim to car accidents.

Enough bizarre things have happened that in July, the Supreme Court issued an en banc resolution asking Mr. Floro to desist in his threats of "ungodly reprisal." The Supreme Court's spokesman declined to elaborate.

Mr. Floro says he is not suffering from psychosis, and that he's not to blame for the incidents. He points the finger squarely at "king of kings" elf Luis, who Mr. Floro says is bent on cleaning up what he says is the Philippines' corrupt legal system.

Mr. Floro says he never consulted the invisible elves over judicial decisions and the fact that he puts faith in them should make no difference to his career. "It shouldn't matter what I believe in, whether it's Jesus, Muhammad, or Luis, Armand and Angel," he says in an interview.

The Philippines has a long history of mixing organized religion with a deep belief in the supernatural. During the 1950s and 1960s, when the Southeast Asian nation was already an independent republic, the Central Intelligence Agency stoked fears of vampires and ghouls to help its preferred candidates win elections.
The elf, or "duwende," is one of a rich pantheon of supernatural beings that predate the Philippines' colonization by Spanish conquistadors in the 16th century. Many Filipinos make pilgrimages to Mount Banahaw, just south of Manila, which is reputedly the country's capital for elves and other beings.

Jaime Licauco, who teaches parapsychology at San Beda College in Manila, testified on behalf of Mr. Floro in a 2001 hearing. He argued Mr. Floro is mentally fit and argues the former judge's beliefs aren't so unusual in the Philippine context.
Like many others in the Philippines, Mr. Floro says he himself is a Roman Catholic, and once studied to be a priest. He recalls that he wasn't convinced that serving the church was necessarily the best way to serve other Filipinos. He says he thought he could improve more people's lives if he became a lawyer, and he handily passed the bar exams.

Mr. Floro says he first realized he had the power to perceive Armand, Angel and Luis in 1986. In 1998, he applied to switch from being a lawyer to becoming a judge. He passed a mandatory psychiatric evaluation applied to all prospective judges and was sworn in as a regional trial-court judge in November of that year, handling both civil and criminal cases in Malabon, a district in greater Manila.

In 1999, Mr. Floro invited officials from the Supreme Court's administration unit to inspect his small courtroom. What they found unnerved them, and the Supreme Court convened a hearing to determine whether Mr. Floro should be removed from the bench.
According to Supreme Court papers, the court investigators presenting evidence at the hearing said they found Mr. Floro wearing blue robes instead of the normal black. Mr. Floro's own witnesses testified that he wore black on Fridays to "recharge his psychic powers."

The court investigators also reported that Mr. Floro began court proceedings with readings from the Book of Revelation and conducted hands-on psychic healing sessions for members of the public in his chambers during recesses. The investigators said Mr. Floro would sometimes enter a trance to write his rulings.

During the hearing, Mr. Floro revealed his contact with his elves. He also shared with the judges that Luis predicted that then-Philippine President Joseph Estrada would be ousted from office; Mr. Estrada was forced from power by a popular revolt two years later in 2001 and was sentenced last week to life in prison for corruption.
In March 2006, after lengthy delays, the Supreme Court finally dismissed Mr. Floro from the court service, largely because of his belief in the supernatural. Even though Mr. Floro says the elves played no part in his judicial decisions, the Supreme Court justices said his broad faith in mysticism and supernatural phenomena had affected his work. "Lest we be misconstrued, we do not denigrate such a belief system," Associate Justice Minita Chico-Nazario wrote in the Supreme Court's verdict. "However, such beliefs, especially since Judge Floro acted on them, are at odds with the critical and impartial thinking required of a judge under our judicial system."

Mr. Floro dissents. He has filed three appeals of the Supreme Court's decision since then and is continuing his campaign on local television and on the Internet. The Supreme Court hasn't reversed any of his decisions after suspending and later removing him from the bench.

Juiz faz pacto com duendes e é afastado do cargo

Depois de uma certa apresentadora de programas "infantis", agora é a vez de um juiz filipino declarar seu estranho afeto por duendes. Porém, este foi mais longe (ou não). Florentino Floro, de 53 anos, revelou recentemente ter feito um pacto com três duendes - que atendem por Armand, Luis e Angel - para poder ver o futuro. Além disso, o magistrado também afirma ter adquirido outros estranhos poderes sobrenaturais, como o de estar em dois lugares distintos ao mesmo tempo.

Mas tudo isso passaria batido, não fosse um estranho hábito que o denunciou. De acordo com a imprensa filipina, toda sexta-feira Floro tinha o hábito de trocar a beca azul por negra, para praticamente "recarregar seus poderes psíquicos".

Só que a soturna farra do juiz acabou. A Suprema Corte do país resolveu afastá-lo sob o risco de uma possível parcialidade em suas decisões. "Fenômenos psíquicos, mesmo assumindo que existam, não têm lugar na determinação do Judiciário de aplicar apenas a lei positivista e, na sua ausência, regras e princípios igualitários para resolver controvérsias", diz a sentença. Em outras palavras, em uma jurisdição, Floro sempre irá pender para o lado de Exú.

Afastado da magistratura, o juiz Floro é ambicioso. Diz que o caso o tornará imortal na história mundial do Poder judiciário. Além disso, também diz estar recebendo propostas para sua nova carreira de ator e manequim.

For those of you that don’t follow the comments feeds and may have missed this weirdness, we received a strange form letter, clearly intended for all media outlets and blogs that had written about the case, from the whacko Filipino judge who King Retard penned an entry about in early May.

You know, the guy who was dismissed from his job for talking to mystic dwarfs (among other things). Apparently, he is still trying to clear his good name with missives to the media. At least, I think that’s his goal. However, I don’t think the contents of the letter are going to work much in his favor. He has, he confesses, been psychically “inflicting illnesses” upon his tormentors, even going so far as to ensure one of them gave birth to a child with eplilepsy. This is apparently part of some righteous crusade he is on to cleanse the Phillipino court system of graft and corruption.

Whether it’s crucifixion reenactments or judges consulting mystic gnomes, there’s some whacky stuff going on over in the Philippines. Not to judge the entire country based on the actions of a few nuts, but there must be something in the water over there (although there seem to be plenty of people drinking the same water here).

MANILA (Reuters) - A Philippine judge who claimed he could see into the future and admitted consulting imaginary mystic dwarfs has asked for his job back after being fired by the country’s Supreme Court.

“They should not have dismissed me for what I believed,” Florentino Floro, a trial judge in the capital’s Malabon northern suburb, told reporters after filing his appeal.

Floro was sacked last month and fined 40,000 pesos ($780) after a three-year investigation found he was incompetent, had shown bias in a case he was trying and had criticized court procedure, a ruling showed.

He told investigators that three mystic dwarfs — Armand, Luis and Angel — helped him carry out healing sessions during breaks in his chambers.

The Supreme Court said it was not within its expertise to conclude that Floro was insane, but agreed with the court clinic’s finding that he was suffering from psychosis.

I think part of the problem was the dwards themselves. Armand has a proven track record and Luis is pretty reliable, but Angel is another story. The judge most likely got fired because he was consulting a dwarf whose name carries a religious connotation. This is just another example of a man being fired for expressing his faith. Or because he’s crazy, although the court points out they’re not qualified to make that decision.

Floro graduated with second honors from the Ateneo de Manila University law school and placed 12th in the 1983 bar examinations with a grade of 87.55 percent. Floro was appointed to the bench in 1998, and served as a judge of the Regional Trial Court in Malabon City. His appointment came after two failed applications, both of which were rejected after he failed a mandatory psychological examination. Floro's behavior as a judge was considered unorthodox. He claimed that he was "the number five psychic in the country", and that he was an "angel of death" able to cause injury or death to people who appeared before him in court. On Fridays, he changed the color of his robes from blue to black "to recharge his psychic powers". He explained that he took legal advice from three invisible dwarves named Luis, Armand and Angel.

Ein philipinischer Richter wurde entlassen, weil ihn drei geheimnisvolle Zwerge bei seinen Urteilsfindungen unterstützt haben. Florentino Floro, Richter in Malabon, unterrichtete allerdings jetzt die Presse darüber, daß er gegen seine Entlassung klagen will. Einer Untersuchungskommission gegenüber hatte Floro zugegeben, daß die Zwerge Armand, Luis und Angel ihn in Gerichtspausen zu den verhandelten Fällen beraten hätten. Obwohl Richter Floro nach eigenen Angaben auch in die Zukunft sehen konnte, hatte er seine Entlassung wohl doch nicht kommen sehen [via Reuters].

Unklar bleibt, aufgrund welcher Paragraphen Florentino Floro seines Amtes enthoben wurde. Vermutlich wollte der Gerichtshof vermeiden, daß zukünftig vier Gehälter bezahlt werden müssen.

En filippinsk domare har förlorat sitt jobb sedan han sagt att han tagit råd av fantasivänner, tre dvärgar som också gett honom mystiska krafter. Det rapporterar BBC.

Domaren Florentino Floro har i tre år stridit för att behålla sitt jobb i en rättsprocess i vilken han anklagas för inkompetens och partiskhet.

Under utredningen har han berättat att tre mystiska dvärgar, Armand, Luis och Angel har hjälpt honom utföra healingsammankomster under domstolspauserna.

Rätten som tog ifrån Floro hans jobb ansåg att umgänge med inbillade dvärgar urholkade förtroendet för rättsväsendet och till och med riskerade att göra det till åtlöje i allmänhetens ögon.

Florentino Floro, som hävdar att de tre dvärgarna gett honom mystiska krafter som att kunna skriva i trans och vara på flera platser samtidigt, höll inte med om rättens beslut.

– De borde inte avskedat mig på grund av vad jag tror, säger Floro, som brukade byta mellan blå och svarta domarkåpor för att ladda upp sina psykiska krafter, till BBC.

I en kommentar till domslutet som tog ifrån honom hans ämbete skriver Floro:
– Från dunkelheten blev mitt namn och de tre mystiska dvärgarna odödliga.

Sudac Florentino Floro dobio je otkaz nakon što je priznao da su mu prijatelji patuljci te da, zahvaljujući svojim posebnim psihičkim moćima, u pauzama sudskih procesa održava seanse iscjeljenja.

Članovi Vrhovnog suda jednoglasno su donijeli odluku o udaljavanju Flora s njegove dužnosti predsjedavajućeg suda u gradu Malabonu blizu Manile, ocijenivši da je mentalno nesposoban obavljati svoje sudačke dužnosti.

Floro je u svojem iskazu pred Sudom rekao kako ima nekoliko prijatelja patuljaka. Naveo je i njihova imena – Armand, Luis i Angel, te je rekao kako u pauzama sudskih procesa održava uspješne seanse iscjeljenja.

Također je izjavio da je obdaren posebnim psihičkim moćima koje mu omogućuju da ublaži bol te liječi određene bolesti.

U objašnjenju Vrhovnog suda stoji kako je nakon pretraga obavljenih u jednoj klinici ustanovljeno da sudac pati od psihoze te da nije u stanju obavljati dosadašnje dužnosti.

Unatoč tomu što Floro više ne smije obavljati sudačke dužnosti, Vrhovni sud je odlučio ne lišiti ga prava na obavljanje odvjetničke prakse.

Un magistrat a été démis de ses fonctions par la Cour Suprême des Philippines. Ses entretiens avec trois créatures imaginaires le rendent inapte à rendre la justice.

Longtemps, Armand, Luis et Angel, se sont faufilés, à l’insu de tous, dans le tribunal de Malabon. Les trois personnages sont des gnomes invisibles à l’œil nu. Pour cause, ils sont nés de l’imagination du juge Florentino Floro. Durant les suspensions de séance, il exerçait des guérisons miraculeuses grâce au pouvoir mystique des trois nains.

Au terme de trois ans d’enquête et de procédure judiciaire, la Cour Suprême des Philippines a définitivement banni le juge Floro de l’administration judiciaire. La juridiction suprême a souligné que les activités du juge pourraient bien « éroder la conception du pouvoir judiciaire comme gardien rationnel de la loi aux yeux du public, sinon la tourner en ridicule ».

« Mon nom et les trois nains mystiques sont passés des ténèbres à l’immortalité », avait écrit Floro à la Cour. Armand, Luis et Angel sont des gnomes habitant sous terre. Dans la mythologie philippine, ces créatures, cousines des korrigans bretons, sont appelés « duwendes ». Invisibles, ils sont rancuniers, et prompts à affliger de tous les maux les humains qui piétineraient leurs terriers.
Outre son « pacte » avec ses trois amis imaginaires, Florentino Floro prétend pouvoir infliger la douleur à distance, se trouver en deux endroits à la fois, et écrire les pensées des défunts lorsqu’il se met en transe. Le jour des résultats de l’examen du barreau philippin, il avait vu dans le ciel une inscription lumineuse « n°13 », avant d’être reçu au treizième rang du concours. Accessoirement, il déclare être un des représentants de « l’ange de la mort », ainsi que le cinquième meilleur magicien du pays.

Enfin, Floro est l’inventeur d’une variante chamanique du « Friday wear ». Le juge extra-lucide se drapait, chaque vendredi, d’une robe noire au lieu du vêtement bleu des juges philippins. Objectif : « recharger » son stock hebdomadaire de pouvoirs magiques.( le figaro du jour )

Le Figaro si sofferma sulla questione degli gnomi: "A quanto pare si chiamano Armand, Luis e Angel e appartengono a quel gruppo di creature magiche che la mitologia filippina chiama 'duwendes', nani invisibili e maligni, pronti a invocare ogni sorta di male contro gli umani che li stuzzicano. Floro affermava di aver stretto un patto con questi tre gnomi che gli permetteva di consultarli prima di un giudizio. Ma, nel momento di maggior bisogno, sembra proprio che i tre si siano defilati dall'aula del tribunale".
Dopo essere stato allontanato dalla magistratura il 31 marzo 2006 Floro è ricorso in appello contro il provvedimento, ma ha perso.

Eu me irrito muito com discriminação. Com gente de mente estreita, com perseguições sem sentindo. Nunca entendi, por exemplo, porque a Xuxa foi ridicularizada quando confessou que tinha um criadouro de duendes no jardim.

Agora, é o juiz Florentino Floro, das Filipinas, que foi afastado dos tribunais porque emitia sentenças só depois de consultar Armand, Luis e Angel, criaturinhas meigas de orelinhas pontudas que concederam ao nobre magistrado ser onipresente, entre outros poderes. Florentino Floro diz que tá se lixando pras leis, já que ficou mundialmente famoso.

Especula-se que a Xuxa já comprou os direitos pra adaptar a história para o cinema. Sacha e Luciano Szafir farão dois dos duentes. Dercy Gonçalves, o terceiro. E Tiririca deve fazer uma versão remix especial de Florentina.

Ainda bem que realidade e ficção nunca se misturam.

Filipino judge sacked for consulting trio of mystic dwarves

A Filipino judge who "claimed he could see into the future and admitted consulting imaginary mystic dwarfs" is asking to be reinstated after getting the boot for incompetence, Reuters reports.

Trial judge Florentino Floro, who held court in Manila, was given his marching orders and slapped with a 40,000 pesos ($780) fine last month following a three-year investigation which found he had "shown bias in a case he was trying and had criticized court procedure".

Rather more seriously, he told investigators that "three mystic dwarfs - Armand, Luis and Angel - helped him carry out healing sessions during breaks in his chambers", which pretty well settled the matter. The Supreme Court's clinic declared that he was suffering from psychosis, although the court stopped short of calling him insane.

Floro has now filed an appeal. "They should not have dismissed me for what I believed," he declared.

Fire alarms went off and sirens blared late in the afternoon of January 16, 2007 when fire struck the Supreme Court New Building along Padre Faura. Apparently caused by faulty electrical wiring, the fire was confined to the New Session Hall at the building’s second floor, where the Court holds its oral arguments and retirement ceremonies. The New Session Hall had been renovated in 2002.

Quick-responding firefighters put out the small blaze even as all employees in the building were directed to evacuate the building. Chief Justice Reynato S. Puno, who was holding a meeting with officials of the Office of the Court Administrator at the adjoining En Banc Conference Room when the fire broke out, immediately ordered the inspection of all electrical wiring in the building to prevent a similar occurrence.
Because of the fire, the oral arguments in GR No. 163583 (British American Tobacco v. Jose Isidro Camacho) and GR Nos. 162335 and 162605 (Severino M. Manotok IV, et al. v. Heirs of Homer L. Barque), scheduled on January 23 and 30, 2007, respectively, were postponed until further notice.

Atty. Jose Midas P. Marquez, Chief Justice’s Staff Head and Acting Chief of the Public Information Office, in his meeting with the press the day after the fire said that insurance adjusters from the Government Service Insurance System are already assessing the cost of the damage. Fire razes Comelec office

FIRE gutted the Commission on Elections’ old main- office Building in historic Intramuros, Manila, early yesterday, destroying documents and guns but crucial elections in May will go ahead, an official said.

No one was hurt in the pre-dawn blaze that hit the two-story building that housed the poll body’s headquarters before key offices were moved to a nearby building a few years ago.

As many as 20 fire trucks maneuvered through the narrow, cobblestone streets, trying to get closer to the burning building whose roof had collapsed.

The four-hour blaze destroyed documents that would not affect the May 14 polls, along with weapons and ammunition also stored there, Comelec Chairman Benjamin Abalos told reporters.

“It will be business as usual on Monday,” he said.

The lost documents were related to the 2004 presidential and senatorial elections, Abalos said.

“There is nothing for our countrymen to be worried about. Our list of voters is safe in another building nearby,” he said.

Investigators said they were not ruling out arson, but have yet to determine the cause of the blaze.

Marines guarding the building would be asked why they did not immediately call firefighters when the fire started, Manila fire marshal Senior Supt. Pablito Cordeta said.

The guards would also be questioned on why they were difficult to find at the height of the blaze, he said.

Fire hits appellate court building

MANILA -- A joint birthday celebration of four Court of Appeals (CA) magistrates on Thursday ended up literally in smoke when fire broke out in the fourth floor of the main building where the event was held.

No one was reported hurt in the blaze, which started in the office of Associate Justice Edgardo Sundiam at about 12:35 p.m. It reached the fifth alarm before it was put out at 1:48 p.m.

Manila fire marshal Pablito Cordeta said an employee of Sundiam claimed the air conditioner in their office broke down prior to the fire.

At that time, Sundiam and most justices of the CA were reportedly having lunch at the conference hall to celebrate the birthdays of Associate Justices Mariflor Castillo, Amelita Tolentino, Magdangal de Leon, and Bienvenido Reyes.

They only became aware of the situation when several people noticed thick smoke coming out of the ceiling. The smoke immediately spread to adjacent rooms.

Cordeta said they have yet to quantify the extent of damage caused by the blaze, but fire investigators said what was destroyed was mostly papers and other court documents.

About eight fire trucks responded to the fire alarm, some coming from volunteer firefighting teams in the cities of Paranaque, Makati, and Quezon. Due to the emergency, CA employees were advised to go home early.

Despite the fire, a court official said Friday's scheduled hearing on the disappearance of activist Jonas Burgos will proceed as scheduled. The session hall of the Eighth Division, where the hearing would take place, is located in another building.

Expected to attend the hearing are officials of the military and police, who were issued with a writ of habeas corpus by the Supreme Court (SC) on Tuesday to produce Burgos during the hearing at the CA.

Burgos was abducted last April 28 by unidentified armed persons, believed to be agents of the military, while having his lunch at a restaurant in Ever Gotesco mall in Quezon City, prompting his mother, Edita, to seek a writ from the SC. (ECV/Sunnex)

Judge Floro Florentino is not too pleased with his three spiritual guides being referred to as dwarves or duende, as superstitious Filipinos call these elf-like beings. His brother, who first saw them, called them duende, a Spanish word of ambiguous definition.

To Filipinos, they are something like tiny magical goblins who live in forested areas. There are, according to folklore, two types: black, denoting evil which can harm, and red, who are good and can heal. On the island of Mindoro, the Mangyan tribe claim to trade with the few remaining duende for forest products. They are said to be extremely shy because of the violence that has been done to them in the past.

Then there are the nocturnal Agta, tall black men who also hang out in the forests, while the Batibat, found in Ilocos, look like fat women who live inside posts, and suffocate people by sitting on top of them.

The bovine-like Mantahungal have fearsome teeth, the Pugot are self-beheading multi-formed creatures, and the Tikbalang are centaurs in reverse. These and many more magical creatures - some invisible, some half-human, half- animal - are all said to inhabit the Philippine countryside.

A Filipino judge who was dismissed from the bench because of his ongoing relationship with invisible mystics meets with Sam Chambers to explain his side of the story

T he Philippine judiciary has oft been the butt of a joke but never before has one of its members caused so much mirth as Judge Floro Florentino and his three invisible dwarves.

Judge Florentino and the dwarves - Luis, Armand and Angel - might sound like a good name for a band but they are in fact the main characters in a surreal tale from a nation famous for its superstitions.

Last month, the trial judge lost his final appeal to keep his job, with the Supreme Court's 72-page ruling stating that Florentino's "dalliance" with Luis, Armand and Angel showed he had a "medically disabling condition of the mind" that rendered him "unfit to discharge the functions of his office" which in turn could "erode the public's esteem of the judiciary" and make it an "object of ridicule."

Florentino and I arrange to meet at what seems the most apt of places to discuss such matters - the Hobbit Bar on Mabene St in the Manila district of Malate. Charitably offering employment for the vertically challenged, it has been a tourist attraction for more than 10 years.

Florentino's three sidekicks, or "spiritual guides" as he prefers them to be called, take many different forms. Luis is the "king of kings" or "God's angel," while Armand is a beautiful boy who, like Luis, has wings. Angel is their sister. Florentino has on
ly seen Luis once - on a rock in the middle of the Philippine archipelago. Luis communicates and uses his powers via violet and white lights.

Florentino peers over the bar and orders a bottle of Australian shiraz but shows no sign of recognition - it seems that Luis, Armand and Angel are not among the diminutive presences to serve us. Moments later a pudgy hand holding a 2003 vintage appears out of nowhere; two glasses follow, as if by levitation, from beneath the bar.

Looking 10 years younger than his 53 years, Florentino comes across as remarkably lucid. For sure he rambles in a high-pitched tone, often going off on tangents, yet the psychosis the Supreme Court claims he has is not immediately apparent.

Fame, or infamy, clearly is something this otherwise shy man seems to enjoy. He comes to the interview armed with 300 pages of clippings and court appeals. He says, with no small relish, that he and his three cohorts have appeared in more than 66 media titles and 1,000 blogs.

One such blogger described Florentino as a Filipino X-Man for his efforts to rid the country's judiciary of corruption. In 1995 a Supreme Court commission found that more than 50 percent of judges received bribes, something Florentino has been determined to wipe out. His area of jurisdiction in Manila was Malabon, a coveted location in which to work, he says, because within a month a judge could become a millionaire, the starting price for any judicial decision being 50,000 pesos (HK$7,640).

"Court starts at 11am; at 11.05am (the judges) go for golf," he quips. He shows even less mercy in his judgment of the Court of Appeals: "They say it is 85 percent corrupt," he muses, "It is 100 percent corrupt."

Florentino initially trained to become a priest and was just a young teenager when he joined a seminary in 1965. He transferred to a Jesuit institution a few years later but then left to enter the legal profession. His life changed forever, he says, on June 2, 1983 - the day his father died. It was on that day that Luis, Armand and Angel made themselves known to Robert, Florentino's mentally disabled youngest brother.

"My brother, because of his innocence, can see them," he says. Floro Florentino recounts how the dwarves had revealed his healing and psychic powers. At first, he says he was sceptical. An avid gambler - horse racing coupons are mixed in with his press clippings - the dwarves told him to get involved in cockfighting. He bought 13 cockerels, made 21,000 pesos and "suddenly believed them."

Since then he claims to have healed many people, explaining that his hands are golden and impart heat to the afflicted. "I am not a faith healer," he says, "I am gifted."

Though at times in the conversation he bristles at the term psychic, Florentino rates himself as as the country's number five seer. Number one? Ferdinand Marcos, apparently.

Florentino says he predicted Joseph "Erap" Estrada's presidential downfall and prayed that present incumbent Gloria Macapagal Arroyo would survive her endless political battles. Looking ahead, he reckons Arroyo's power will end soon and the nation will suffer as a result.

He'll also have you believe he is a bilocator - someone who can be seen in two different places at the same time, which he acknowledges is also a trick for which the devil is known.

Florentino says such powers do not come without sacrifices and that he has had to remain single or lose his gift of healing: "That's in the Book of Revelations," he adds.

He glances over his shoulder at a child laughing nearby. "You know it's painful for me not to have a kid. That's why I am the Filipino martyr."

Florentino was appointed on November 5, 1998, as the country's youngest judge. It was not the first time he'd tried to become one. Three years earlier the state had failed him for psychological reasons but he was allowed an independent, private mental assessment that cleared him.

His reign as a judge was as bizarre as it was short. Sessions would start with readings from the Book of Revelations; on Fridays he would change from blue robes to black to recharge his powers, and in between hearings he'd provide healing sessions, even for other judges, as well as consulting his trio of "advisers."

Such unorthodoxy brought a swift end to his career and he was suspended in July 1999. So began his seven-year battle to be reinstated, with more than 100 motions tabled, finally ending with the Supreme Court decision. He was paid 1.1 million pesos in back pay, over half of which has already been used to pay debts.

He lists the names of senior judges who have in the past come to him for healing and says these are the same people who turned on him for political reasons, using his paranormal "gifts" as the excuse to get rid of him.

"This is a first in our judicial history - the Philippines Supreme Court has never dismissed or removed a judge because of their belief in the paranormal or religion. Other country's constitutions provide for dismissal or removal of judges, jurists and magistrates because of graft, corruption or misconduct," he insists.

However, Florentino admits to having a darker mission, avenging those who corrupt the legal system. This has led him to be dubbed an angel of death, a description he does not dispute.

At this point I am reminded of the fact that to be a dwarf in the Philippines, or duende as they are known, is not to possess the lovable qualities often attributed to them in fairytales. Rather they are regarded as figures full of malice and violent intent.

Eight judges who Florentino has deemed corrupt have all been struck with serious illnesses, three of them dying. He has, he confesses, been psychically "inflicting illnesses" upon his tormentors, even going so far as to ensure one of them gave birth to a child with epilepsy.

"Armand, Luis and Angel's role is a never-ending fight against `black' or evil; a spiritual battle - the angels versus Lucifer. Right now Satan is winning, God is losing. All our leaders have 666 on their heads from the president down, the Supreme Court, everywhere," he says in his mild, yet animated, manner. "My mission is healing the wounds of the judiciary."

His more immediate goal is to appeal the Supreme Court decision as early as next week. He intends to file a disbarment case against Chief Justice Hilario Davide Jnr for delaying his case for so long. "I am asking for a job. I am asking for justice," says the spiritual crusader.

Is this just a tall tale of short people? Or is that Luis reaching up to take my credit card? Filipino judges, you have been warned.

I spent some time in the Philippine Islands years ago, working night clubs. That was before Ferdinand Marcos and Imelda of the 1,060 pairs of shoes, were in power, but I became aware of how “informal” the judicial system was even then, when several friends came up against it and were only allowed to leave the islands after large cash bribes were openly paid to appropriate officials, all the way to the boarding gate at the airport. Strange standards in that part of the world were part of the atmosphere in which everyone lived. Now a new level of strangeness has been reached, though this time it appears that the government has effectively handled the matter.

A Filipino trial judge in the northern section of Manila, Florentino Floro, was fired last month and fined 40,000 pesos (US$775) after a three-year investigation found that he’d claimed he could see into the future and admitted that he consulted privately with mystical magic dwarfs. He now argues that his personal beliefs were being questioned. Yes, I’d say that’s true. He told investigators that the invisible dwarfs – Armand, Luis and Angel – helped him carry out “healing sessions” during breaks in his chambers.

The firing was not only based on his delusions; the court also found that Judge Floro was incompetent, and had shown bias in a case he was trying. The dwarfs were only an added flavor to the case. The court made no effort to decide whether Floro was insane, but agreed with a clinic's finding that he was suffering from psychosis. Really?

Dear reader, I hope that you don’t chuckle too loudly at what must appear to be an example of naivety or outright superstition among the population of the Islands. I have several good friends there, competent and educated, though I regret that the skeptical community there is no longer actively organized. But right here in the USA, and in the UK, professional “psychics” work the populace, the administrations in both countries are headed by people who talk to deities, educational standards are being eroded by the admission of irrational “faith-based” notions, blatantly quack medicine is freely available to all, and television is packed with “psychics,” spook shows and “documentaries” that pander to public credulity. The major difference between here and the Philippines is the number of persons who labor under the delusions, not the magnitude of the errors themselves.

As if to emphasize the lack of a skeptical community in the Philippines, a reader has asked if I’ll appeal to anyone there who would provide skeptical company to him… He says it’s lonely there for him, without much rational behavior being obvious…. "Fenômenos psíquicos, mesmo assumindo que existam, não têm lugar na determinação do Judiciário de aplicar apenas a lei positivista e, na sua ausência, regras e princípios igualitários para resolver controvérsias", diz a sentença.

Durante as audiências do processo, os médicos da Suprema Corte e do próprio juiz haviam afirmado que o réu sofria de problemas mentais.

Two courts in different parts of the world are involved in situations involving entities who are difficult to verify the presence of. The Wall Street Journal reports on the Supreme Court in the Philippines had to rule on whether a judge who consults with three elves is competent:

As a trial-court judge, Florentino V. Floro Jr. acknowledged that he regularly sought the counsel of three elves only he could see. The Supreme Court deemed him unfit to serve and fired him last year…
Helping him, he says, are his three invisible companions. "Angel" is the neutral force, he says. "Armand" is a benign influence. "Luis," whom Mr. Floro describes as the "king of kings," is an avenger.

While he may have lost his position on the court, it sounds like he’s become a cult hero and television celebrity. There’s no word as to whether Floro has an exclusive source for cookies baked in ovens inside a hollow tree.

Florentino Floro Jr. used to be a judge down in the Philippines. But not anymore, because it seems that the country’s Supreme Court was a bit tired of Floro being, uhm, crazy. Specifically, a medical clinic tested Floro and determined that he was actually suffering from psychosis, which explains this whole elf thing.

Floro has been on a campaign to get his job back, claiming that he has magical healing powers and that he will take “ungodly reprisal” against the Philippine Supremes if they don’t let him back. The Supremes have asked him to kindly stop making these threats, as they’re not amused by any of this. They’re particularly not amused by the fact that, get this, “a series of unfortunate incidents have befallen the supreme court justices or their families, including serious illnesses and car accidents.”

Floro refuses to man up and take full credit for these incidents however, instead blaming three elves, including “Luis,” who’s an avenging elf. Floro says that Luis and the other two help him predict the future, and they’re the ones responsible for whatever mishaps have befallen the country’s Supremes.

Oh, and just to clear the air, Roco says “he has never consulted [the elves] when issuing judicial decisions.” Cause that would be crazy.

When elves take the law into their own hands ....

Florentino V. Floro Jr. is was a trial judge in Manila, Philippines. Things were going fine for Florentino until he saw fit to inform the public that he has three tiny little friends - elves that only he can see and hear.

After being fired, Floro latched on to the gullibility of an already superstitious public, became a media celebrity and has now vowed to exact revenge on the Supreme Court, using the talents of his invisible buds:

"It shouldn't matter what I believe in, whether it's Jesus, Muhammad, or Luis, Armand and Angel"

Angel, Armand and Luis are the elves' names, in case you're interested. Floro calls Luis "the king of kings". Plenty of people are lining up and defending Floro, saying that his beliefs should be just as valid as those who pray to Jesus for help. I agree with that, but I think that I would go a bit further and say that if a judge talks to someone who isn't there, whether he has pointy ears or wears sandals, perhaps he's really more suited to be a weird, vengeful media personality than to help decide the fate of the accused.

A judge has lost his job in the Phillipines, on the grounds that he regularly consulted with imaginary mystical dwarves who would join him in 'healing' sessions.

Judge Florentino Floro, from Manila, was originally removed from his post in April, after it emerged that he believed himself to be psychic, and that he would begin his court session with readings from the Book of Revelation.

In appealing that decision, Judge Floro mounted a staunch defence of the existence of his three dwarf friends - who were named Armand, Luis and Angel - telling the court in a letter that they had made a covenant together.

'From obscurity, my name and the three mystic dwarves became immortal,' he added.

In addition to the mystical dwarves, Judge Floro also reportedly believed that he was able to forsee the future, that he could inflict pain on others, and that he was the angel of death. He would change his judicial robes from blue to black every Friday to recharge his psychic powers.

The court found that he was unable to carry out his duties due to 'mental unfitness', adding that this could 'erode the public's acceptance of the judiciary as the rational guardian of the law.'

Armand, Luis and Angel were unavailable for comment.
